To enable Clients section on your homepage go to:
Appearance >> Customize >> Home sections >> Workflow section and enable Enable clients option.
After enabling this option you will see a list of controls to customize the section e.g. Headings, Columns, Style, Mouse hover style, add/remove clients logos etc.
